情态动词 + have + 过去分词 是有的,不外乎 would / could / should / might 这些上的推敲但不是用can.
must 也行,语气就相对武断些.
这句如果要用肯定形式 取代 cannot have failed to notice 改写为 must have noticed 就得了.
语气软一点就用 would 或 should have noticed.
