这个应该是will be,因为是现在说将来的事情,将要延期,所以用will.
只有在过去说将来的事情和虚拟语气（此处显然不是）时,才用would,例如：
He said he would come in the morning.
He says he will come in the morning.
complex是复合建筑群的意思,是名词,这里指图书馆大楼.
