based on the answers 作为 fine tune 的状语,是动词的过去分词引导的从句.给你个类似的例子：Inspired by the movie,he started running./He started running inspired by the movie.（受到那部电影的激励,他开始跑步了）
补充说明：base是“把...建立在某种基础上”的及物动词,没错人是主动,但是对于fine tune来说就是被动.因为人是base 他的动作(即fine tune) on the answers,所以反过来他的动作(fine tune)是based on the answers.
