one 这里是作为代词 代替mother,后面的that从句时定语修饰the one .
另外我不认为它代替a person who has the greatest importance to me,它应该是代替mother.因为只有mother才符合后面定语从句的意思.
I作为人称代词,不管置于句首或者句中都只有这一种写法,我们老师曾经解释过,原因是外国人都很看重自己的私人利益.所以I（我）在何时都要大写,是这方面的一个写照.
