根据句末的than that one可看出,这是个比较句型,A、C排除.
而选B的话,根据句子意思,原句应该改为the cost has better quality but it is more expensive than that one.
注意：千万不要说成：the cost has better quality but is more expensive than that one.
but前后是两个完整的句子或后面接短语,而不能出现is more expensive than that one这样的缺少主语的半句话.
