应该是“without” vocabulary吧.
Grammar is like the trunk and trigs of the language tree and vocabulary is like the leaves, flowers and fruits. If we would like to express something with given cocabularies, without grammar those vocabularies cannot be put in the right sequence or forms to make other understand what you are trying to show them. They can only get unconnected meanings of the vocabularies. So, I strongly agree with what D.A Wilkins said about grammar. In the other case, if we have perfect knowledge of the grammar of a language, but it's like you draw a tree trunk and trigs without any leaves, flowers or fruits to show others what kind of tree it is. Others can not get what you try to show. Without vocabularies it is also like you know the know-how, which is the grammar, but you have no rice, no water and no rice-cooker. Nothing can be done then. So without vocabulary, you cannot express anything to others.
