随着经济的发展,环境问题日益突出,成为制约经济发展的瓶颈.传统观点认为：环境保护与经济发展是相互矛盾的,经济发展必须以破坏环境为代价,而若要保护环境则会限制经济的发展.本文认为,经济发展与环境保护并不是矛盾的,而是由于制度设计的不当,导致两者的相克,通过对现存的部分环境制度进行改革,并进行环境制度的创新,给经济主体提供充分的激励,将环境保护与经济主体的利益最大化行为相关联,就可以实现环境保护与经济的共生.本文对环境问题的成因及相关的理论进行分析,并在结论部分出了解决环境保护问题的一些对策建议.
