那么"in that"在这个定语从句里是作时间状语成分么?可不可以用"when"来代换呢.

in that 引导定语从句,描述one,即this period,可以用in which代替.one 也指的是this period.
已经有four 了就不用the 了.four 就是定语了.
修饰one的定语从句只能用that 引导!不能用when
