The concepts of active,activation and workfare policies arc topical issues in every coun-try,but they are also both controversial and widely debated.In general,these policies were first implemented for young people,so that in many cases measures aimed at the young were the forerunners of developments in employment regulations.Caution is needed,however,in arriving at an overview of these issues,given that individual countries adopt such a variety of approaches to managing the labour market,each one reflecting the country's specific equilib-rium,radically shaped by its own history.
