A storm blew up（狂风刮起）为什么要有up 这句话又没有宾语
He try to find out how the fire began.这句话中有out是因为find是不及物动词吗,不要out行吗
a bird dropped it on to the wires如果这句话不要on,意思完整吗?

up是副词而不是介词；
out也是副词,因为find是及物动词；
on也是副词,后面的to才是介词.少了on就少了一种意思.
注意：有些词可以同时充当介词和副词,如：
介词：
sing in the classroom
on the wall
副词：
come in (到教室里来是come into the classroom)
come on; go on
