对,who指人,既能做主语、又能作宾语.但是如果先行词为who时,或者先行词既指人又指物,就用that了,比如：
He looked at the child and package that filled the car.

先行词指人,关系代词在从句里作宾语时,则whom、who、that都能用,但介系词提前,只能用whom.
