should be D.will prepare---should be "the man to prepare the document":one of the major differences between -ing and to do is that "to do " refers to some funture action and "doing" rfers to some action which has already taken place,or at least "doing" should indicaTE SOME ACTION WHICH IS before THE ACTION OF another verb.eg,remember to tell---"tell" hasn't taken palce yet,but in "remember telling",this telling has already taken palce before the verb "remember"--告诉过了,现在记得这件事
