The success story
Luxembourg-one of the most prosperous countries in the world, as measured in terms of GDP per capita, has been pursuing a policy that has allowed for economic flexibility under the long-term planning of a succession of coalition governments. National cross-party consensus on the broadest aspects of economic policy has been coupled with the adoption of the so-called Luxembourg Model, a tripartite meeting of government, employer and union representatives to discuss specific planning problems related to particular economic sectors.
This has allowed a healthy business environment to develop. As well as a contented but motivated workforce, Luxembourg now has significantly low corporate tax rates and recent tax reform packages have also seen the highest levels of personal income tax fall to the lower end of the European scale. The Grand Duchy has long enjoyed the lowest unemployment rate in Europe. Indeed, as well as its own internationally diverse resident workforce, the Grand Duchy attracts over 70,000 cross-border employees who commute daily from France, Belgium and Germany. Inflation has also been kept in check and Luxembourg was the first country to meet the strict economic criteria set out in the Maastricht Treaty for monetary union.
The size of the country - with just 430,000 residents - means that dealing with the relevant authorities is simple and Luxembourg prides itself on being a place where personal business contacts are quickly established. Its compact size also helps keep social conflict to a minimum as a climate of continuous and constructive dialogue has been encouraged and nurtured. But it has also meant that Luxembourgers have been keen to establish contacts abroad, to broaden their horizons and learn about business culture in other markets around the world.
