个人认为这两个短语没有什么区别,只是前者更为常用而已.
1. in the control of...意思是“由…控制,由…管理,由…负责”.
如：We are in the control of them.
我们在他们的控制之下.
This matter is too important to be left in the control of an inexperienced lawyer.
这件事太重要了以至于不能把它交给一个没有经验的律师来掌控.
2. under the control of...意思也是“ 受…的控制/管理”.
如：All schools are under the control of the Ministry of Education.
所有的学校都在教育部的管理之下.
These would be under the control of the United Nations as trustees.
这些地方都作为托管地,由联合国管制.
