that的话表示已经确定了,而句意中是还没确定的意思.B.If 也有是否的意思,其意义跟Whether差不多,为什么不能选呢,因为If 不能引导主语从句.至于你说的正确答案是A.Whenever ,个人觉得那是不可能的.Whenever虽然可以引导主语从句,但放在此句中意思上是说不过去的.whenever意思上相当于no matter when,放到句子里是一点也不通的.如果是把ever去掉,用when,倒还说得通.
