I agree.
If you like, you can easily find that there is always good news, in international competitions even in Olympic Math Competition Chinese team always win a lot, besides gold and silver medal.

However, most chinese students study English more than 8 years and even major in English in colleges, most of them never speak it and afraid of speaking it. This shows a big comprison, how bad English and how good maths.
