人口老龄化已成为当今世界的一个突出的社会问题.退休人口数量增加、人类寿命延长及生育率降低加重了整个社会养老的负担.面对人口老龄化在中国养老保险制度发展的模式中出现的问题,结合各国的养老社会保险制度在运行中存在诸多差异,选择从筹资机制、供款率、给付条件、替代率等内容进行比较.建议应该保障改革的顺利实施,建立多层次的养老保险体系,并且适当调低费率；延长退休；扩大社会养老保险制度的覆盖面.在总结分析我国养老保险体系所存在问题的基础上,吸取国际上的成功经验并设法规避其不足,提出了进一步完善我国养老保险体系的对策建议.
Old-aging has become a serious problem in the world.The number of retired people increases,human lifetime prolongs,breeding rate declines lead to aggravate the burden which the entire society cares for the aged.For the old-aging question which appears in the China old-age insurance system development,different countries have many differences in the aged the social insurance system.The article makes a comparison from finance method,donating rate,pays condition,the substitution rate and so on.It suggests that the reform should be the smooth implementation,establish the multi-level old-age insurance system,meanwhile lower the tariff suitably; extend retire age; expand the coverage of the aged social insurance system.Based on the analyzation of the problem in our country old-age insurance system,the paper absorbs international countries’ successful experience and tries to dodge its insufficiency,and finally put forward the proposition to perfect the China old-age insurance system.
