whether引导表语从句时含有“是否”之意（有点一般疑问的感觉）,起到引导作用,不充当从句的任何成分,不能省略；也就是说忽略不看whether,表语从句的句子成分是完整的,但整个句子的意思就有问题了.注意；表语从句一般不用if引导.
The question is whether they will support the plan.问题是他们是否会支持这个计划.
句中whether they will support the plan是表语从句,不看whether的话就剩下they will support the plan,成分完整,但整个句子意思就不是所要表达是了
