There are 2 ways to migrate permanently to Australia.
1) through the Skilled Migration process.but it sounds like you fall short of this (is that the test you took and failed?)
You need 120 points to get into AUS this way.
2) Or marry an AUS citizen or AUS permanent resident.
This is the fastest and probably best way.
Both ways involve a lot of paper-work, but marrying a citizen or PR is
the fastest way that I can think of. Make sure that person you have been talking to about marriage is a citizen or PR.
Also, hopefully, you don't have a police record or you will not be able to get into AUS, or any other country for that matter.
I'm marrying an AUS citizen in June '09, and a few months after that,
I will receive my visa and the right to live and work in AUS permanently!
