As an important part of Human Resources Management, performance appraisal is becoming more and more important in management of state-owned businesses.
Establishing a scientific and formal staff performance appraisal system to build an appraisal-related competitive and incentive machanism has become an inevitable choice for a state owned business that is to develop sustainably, rapidly and heathily.
This article aims to analyze the problems and drawbacks of the performance appraisal system in state-owned businesses, to put foward some proposition for soluting those problems on the basis of mirroring some advanced empirical management experience and further more, to probe into building a specific performance appraisal system that best suits the state owned businesses' needs, on which basis to enhance the state owned businesses' competitiveness in market economy.
