是因为不可以有两个动词吗?如果改成to be encouraged是否对呢

选项放在介词of后面,并引导宾语从句.
what/which都可用于引导宾语从句,区别在于：
which意思是“哪一个,哪一些”,要求上下文中必须有选择的范围,而what为泛指,上下文无须出现选择范围.
如：What is your favorite color?无限定范围
       Which is your favorite color,red,blue or white?有限定范围
此题中,上下文根本没有可供选择的范围,所以只用what,不能用which



D
declare后面是“宾语 + 宾语补足语”结构,而不是宾语从句,因为反身代词himself是不能做句子主语的.
既然是宾语补足语,当然只能单独使用过去分词encouraged
如果是B is encouraged,这是做谓语的动词结构,但是既然不是从句,也就不能出现谓语结构.
但是用to be encouraged也不行,因为不存在 declare sb to do sth结构.
