现存的管理机构、部门或管理人员的职责权限没有协调统一进行分配和明确界定.责任不清是普遍存在的现象.
从ISO9000族标准要求中可以看出：分配并明确职责是企业重要任务之一,并且是最高管理者的职责.所以说,当前铁路企业这各种职能不清的现状急需用ISO9000族标准规范.

At present,CHINA has become a member of the WTO,which means the international communication and trade will be commoner.With the market becomes more extensive with our opening up policy,more chances will be available for different enterprises to enter foreign markets.It is a common practice for companies to acquire ISO9000 series certificates,and it is a stepping stone to success.In those developed countries,corporations without ISO 9000 series certificates are not allowed to enter a bid.So,railway companies must follow the ISO9000 standard to be able to enter global market.
There is no coordinated or uniform allocation and clear classification regarding duties and powers within the exitant bureaus,departments and administrators.Ambiguous responsibilities are a common phenomenon.
From the requirements of ISO 9000 series standards,we can see that,it is one of the important tasks of an enterprise to distribute and clarify different duties,and it is the job of the top manager.Thereofre,it is imperative for current railway companies to practise ISO9000series standards to tackle the messy situation about responsibilities.
