是名词,并以复数形式来用,比如
Two-thirds of the people present agree with the resolution.
但是,如果 “三分之二”是形容词,我们用单数形式 two-third 来修饰接下的名词,比如：
The voting for this resolution uses the two-third rule.
下面例句同一句子里 two-third 和two-thirds两个兼用：
The rule governing train speeds stipulates that on certain tracks,
