自“两免一补”政策实施以来,我国的中小学义务教育有了一个长足的发展.国家及各地方部门加大了财政的投入,有效地解决了贫困家庭学生上学难的问题,对于缓解社会矛盾、稳定社会治安等方面也颇有成效.社会各界对这一政策的施行效果给予了肯定,各种相关的讨论、研究也如火如荼的展开.这些研究更多的集中在资金的落实、政策顺利的保障、政策效应等方面,至于对学生、学校的影响的研究就显得有点稀少.但笔者认为,学校与学生是教育中的两大重要组成,对此关注也是很重要的,必不可少的.

Great development has been achieved since implementation of the "two exemptions and one subsidy" policy in compulsory education of primary and secondary schools in our country. The increased financial input from state and local governments has effectively solved the problem of students from poor families being difficult to go to school, and fair effects have been achieved in aspects as alleviation of the social contradictions and stability of social security. The implementation effects of this policy have been affirmed by all walks of life of our society, and relevant discussions and studies have been carried out vigorously. Such studies focused more on funds commitment, policy implementation assurance andpolicy effect etc., while studies on impact on students and the schools are comparatively less. In my opinion, however, the school and the student are the two major parts in education, and therefore attention to them is very important and indispensable.
