本文运用GEM模型对天津电子信息产业集群竞争力进行评价,并在上述研究基础上,提出了进一步提高集群竞争力的相关建议.论文的主要研究内容由五部分组成：第一章,回顾了相关理论,提出本文的理论依据；第二章,指出天津电子信息产业集群的竞争优势.第三章,介绍了一下天津电子信息产业的现状.第四章,在前面的理论基础上,对天津电子信息产业集群进行模型评价.第五章,主要从5个方面提出了发展天津电子信息产业集群的建议：（1）打造特色集群,引领产业聚集发展（2）加快自主创新,提高核心竞争力（3）壮大骨干企业,促进产业规模发展（4）培育和保护中小企业的发展（5）建立良好的人才吸引、培养、使用机制.
