I think you should add a "school" after primary.
...hundreds of millions of students from primary schools,middle schools,and universities..
It's not required but in English it sounds better if you do so.
One other thing is - April 29,2007 cannot be used as the subject of the sentence.
You should change it to "On April 29,2007,China kicked off a new national initiative.."
The other parts are fine as is.
